I started playing a randomized challenge in hard mode and when i got to Orion (the first gym leader) he only had 4 pokemon and 1 of them was at level 23. Based on the wiki-insurgence he should have 5 pokemon all level 25. I tried restarting and changing the difficulty a few times but there is no change. Why is this happening can i fix it?
