Apart from breeding for them, which is a complicated process I know little about, you can also find IV stones in pokemon insurgence and give them to an IV changer to set your pokemons IVs to 31, which is perfect. IVs have small effects on stats, and are most notable on higher levels. Just say if there is anything specific you want to know.

Using rock smash on rocks has a rare chance to give IV stones (any Fighting-type move will work). You can also rarely get them in Pokepon or the ability Pickup
There’s also that one guy in a city I can’t remember that will give you a single IV stone.
