You first need to go to the safari zone. You climb the waterfall area in the top right and you start a chase between different routes there. Start on the wiki page for the Safari Zone and you should be able to follow the links between locations to get to tornadus in the various spots it flees to. Victory road is the last spot it goes to and where you ultimately catch it.
The Safari Zone as in the one in Nasca Town if that is not clear
Follow this video guide, most likely you never went to the Safari Zone.
