At the moment, there is no way to get Delta Wooper nor Delta Quagsire in a normal game. In a randomizer, you can find them occasionally. D. Wooper and Quagsire will be available once the game is completed.
As far as I remember it was a prize for a competition where you had to design a Delta Pokemon. As a result pretty much no-one has one currently, so there’s no point in requesting it in the trades section. As with everything, it will be available to everyone in the final release of Insurgence.
That’s a shame, I really love the design of delta quagsire.
