There are charmanders in the Hidden grotto on route 3 if you would like to get it yourself.
Otherwise, I have a decent jolly good IV charmander (good for Chari X) that i’d trade for an IV stone. I can also breed you a modest one for that IV stone as well, if you’d prefer.
