Emolga taxi not unlocked

I have got 2 Taxi machine pieces and 6th Gym Badge but I did not get to unlock Emolga taxi

Did you get the quest?

IIRC, you need to talk to the taxi guy, and he should give you the quest. You also need a Taxi Voucher, or whatever the thing is that lets you ride for free. To get it, you have to have ridden the taxi 15 times. You will need 3 pieces iirc, then you should be able to get the EmolgaTaxi.
